I've just had a look at this and the overall strategy seems pretty clear.
I don't know where you're stuck and I haven't bothered to complete it, so I'll just provide some generic hints.
You can get all 6 of the blocks in the lower left area. This will allow you to build a bridge from H8:H10 with another at I8, leaving 2 blocks spare for now.
You must fill in the water at I9 to proceed and that block can only come from the upper right area. J6 is the only one that you can get.
There are 2 blocks in the upper left and it at first seemed (to me) that you just need to negotiate the B3 AT and then kill it with the H15 mirror to get them. However, you actually need to move the B3 AT to I3 so that you can use it to trigger shots to collect the Row 2 blocks in the upper right area - that's the trick.
