Yes, I agree with you. The ratings are made for the average players. I believe the level manager makes "adjustment" to some ratings proposed by the solvers sometimes. That's a must, so the ratings are useful.

I solved the two levels you adapted for Ihab in Sokoban-1 in a matter
of an hour which to my mind is rather medium but I have offhandedly
rated it hard-deadly. I see in the latest update those two levels in
Soko-1 are stil unsolved. (1437 and 1438)
I think the point I was making was it depends on the players overall
outlook as to the rating he/she gives. If other raters had solved
those in half an hour each I bet the rating would be given as easy-
medium. I haven't rated for a long time now, but my rating would be
fair to the "average" player. I urge the raters not to rate from
their private perspective, but from an average players perspective.
Only then will the ratings be fair. More raters the better too.
But like Donald said--enjoy the challenge.
