The GHS files are always available and downloadable. They are the files that you said contain � just the number of moves and shots� . Perhaps, if it�s as Gerry said, � If you mean the lpb files for the best high score,� then the rule you suggested has a flaw:
If someone has solved the level and then he/she is allowed to see the current best solution (made by GHS winner), he/she possibly can optimize that current best solution and then submit the new best solution. He/she just steals the GHS award.
I think it�s a good idea that someone keeps trying to optimize his/her own solution until either he/she is happy with his/her own (solution) or he/she is able to beat the current GHS.
Finally, I remember laser_jay once wrote this, � The best way to get a GHS is to solve a level that has been unsolved for at least two months.�
