Yes, the lasertank.exe can writes 65,535 / 0 (with zero turn) in the HS file using the custom made playback. It's up to you, whether to make 'max' in the sense of 'max playable' or 'max recordable'; or you can split the level into two levels instead.
The GHS file is made by copying the best HS records.
About the new contest. Yes, any rule (beyond pure GHS) can be made as the contest. For example the largest (M+S)/((MB+1)*(MM+1)*(AT+1)) under the best GHS condition, where M=number-of-moves, S=number of shots, MB=number-of-movable-blocks, MM=number-of-movable-mirrors, and AT=number-of-anti-tanks. (number-of-objects+1, so there's no 'divide by zero' error.)
Or, we can look for the largest (M+S)*T under the best GHS condition, where T=number-of-turns. (To your disadvantage if yours has T=0. LOL.) T = number-of-steps - M - S.
