65,535 is the number of steps can be played by lasetank.exe 4.0.x.
65,500 is the number of steps can be recorded by lasertank.exe 4.0.x.
You can try this with your lpb:
Assume that your lpb is Mike_0001.lpb. (It has 65,535 steps.)
Do F8 (Resume Recording) until the tank reaches the flag.
The program (lasertank.exe) will ask you to save the playback. Save
it as Mike_0001a.lpb.
Do F8 (Resume Recording) using Mike_0001a.lpb. The playback stops after
65,500 steps. (Mike_0001a.lpb is 35 steps shorter than Mike_0001.lpb because
lasertank.exe chopped it when saving it.)
Probably, the longest level must be defined by assuming if there's such unlimited playback file.
About your comment on Steve's TC-IV, "May be it's not that easy to reach the 10^15 limit (you might still need to set up the counter?)" Probably the level works fine if he adds crystal block at M5. Then it's the new undisputed world record.
About Special-I.LVL #50 & #95: Someone (not me) is working on one of these levels starting on January 30. If his estimation is right, he will finish before mid February. Watch out.

Hi Suyono, just one thing to the Theoretical Max:
I've just created an lpb with 65535 steps UP
for a modified Theoretical Max level
(Using hex editor XVI32). With "Resume Recording/F8",
it works well. So Steve may set up a counter for
65535, too, if he wants to.
(Well then, it should be mentioned in the hint that
the playback cannot be produced with the game...)(Then might come the version 4.1 of the game with
4 bytes for playback length... :)regards.m.
