I just had a quick look at this one. For the blocks in the lower half, you can't just push every second block in the water the same way or you end up with the last of the line getting stuck.
Blocks G14 and I14 must be pushed sideways whilst B9 and N9 must go down so you can get the blocks next to them. You have a choice with the remaining two blocks on each lower side. That'll give you 6 blocks.
F4 and J4 go sideways which will give you another 4 blocks. The 11th and last block that you need can be obtained by pushing all of M4, O6, O7, and O8 sideways which will allow you to get N5. The top-right section can be done in a couple of different if you're interested in trying to minimise your moves.
