Less number of moves is considered better than less number of shots makes us solving the levels in smarter way. It�s like controlling your TV set; you can move to the TV button or you can stay in your cozy sofa and press your remote control.
Similarly, some players move their tank around to do certain tasks; meanwhile other players (like those astute GHS hunters), with a very efficient move of their tank, use the mirrors, anti-tanks, or other objects to help the tank. Sometimes they move many mirrors around or rotate many mirrors just to save only a few moves.

Intuitivelly, I see no reason to prefer the # of moves over the # of shots and while solving the levels sometimes I get a smaller number of shots for a few more moves (not that I want to enter the GHS :-)... Mabye the sum of two is a better measure of overall performace, but I guess it would be difficult to change things now.
