All tutor levels must me written in such a way that everybody can understand it easily. Usually, the players want to learn the levels in the flash.
There's problem in reordering. Some levels refer to other previous levels, "See levels #xx, etc." If the level numbers were changed, the hints are no longer valid. It happened with the insertion of about 30 levels by Gonzales. (New levels, but in the front.)
Some of Gonzales levels are not tutorial levels. They better be in the Beginner level file. For example, the tank needs one move, jumps onto tank mover, to reach the flag. I saw a similar level in the Beginner level file. Many of the levels don't even have the hints. Jim Kindley's help file is more helpful in this case.

Maybe it's better to let the file as it is now.I think that all the levels are easy to understand because they all have good explicit hints.
