First, a quick read through the text (4th paragraph) on the front page of the LaserTank website (http://perso.cgocable.ca/lasertank/ltank_en.html) would tell you all you need to know with regard to whether there possibly might be unsolvable levels in the official sets. This is reinforced on the Submissions page (http://perso.cgocable.ca/lasertank/sub.html).
As I'm sure you can see, all levels submitted to Donald for publication must be accompanied by an LPB recording of a solution to prove that the level is actually solvable.
In future, might I suggest a little more circumspection (or perhaps, a few minutes reading) before you publicly accuse someone of being sneaky/dishonest/incompetent in submitting an unsolvable level (or Donald of being gullible enough to accept such a thing)?
Now, to the examples that you give. Without wishing to give away too much, since the level is currently not officially solved, Ch-IV 1624 only requires one Movable Block ("brick") which goes in O11. O13 does not need to be filled because you will travel via the Magenta Tunnel (H9) then the White Tunnel. Of course, you must destroy H10-12 first using F2 and a timing trick.
There is another timing trick required for Ch-IV 1561. It is possible to stand an object on O13 and not break the Thin Ice if you cause an anti-tank laser to hit it at just the right time at right-angles to its motion and it is blocked from moving (in this case by O12). Then you simply travel from H13 to N13 where you are stopped on Solid Ice by the object standing on O13. Both of these levels would be rated "Hard".
