To beat this level (or one way to do it at least), you need to use the three blocks at the top to fill in the water behind the blue tunnels, then use the five blocks at the bottom to fill in the water in the bottom right corner behind the flag. The level itself may require a small bit of thinking, but once you understand it the rest is very simple.
